This snapshot of Lily is from episode 4x19 “Petty in Pink”, shortly after she admitted that she sent an innocent man into jail. She was great in this episode, because she left the apartment with her electronic tag, risking to get arrested, and friendly asked the police to crash the party (in her apartment). Lily Rhodes, van der Woodsen, Bass, Humphrey, however we want to call her showed the Upper East Side  what it’s like to be a true lady. I missed that in the last episodes.
